The Innovation Program for Indonesian School Children (INOVASI) is a collaboration between the Governments of Indonesia and Australia that aims to improve literacy, numeracy and inclusion in primary schools in Indonesia. The focus of the program is to understand challenges and opportunities at the local level, and to generate and share evidence with key stakeholders. INOVASI has formed partnerships with 12 districts in four provinces, namely West Nusa Tenggara, East Nusa Tenggara, North Kalimantan and East Java. The project started in 2016, and the first phase will end in 2019. This report describes a qualitative baseline study conducted in North Kalimantan Province as well as in Malinau and Bulungan Districts in February 2018.

This baseline study used three qualitative study methods: in-depth interviews (IDI) with key informants, focus group discussions (FGD), and in-depth case studies. This study describes its findings regarding:

  1. teacher qualification conditions, student ratios and school environmental conditions that affect the quality of learning and student achievement;
  2. specific challenges regarding literacy, numeracy, inclusion, and gender;
  3. a number of local solutions in terms of policies, principles, practices, and recommendations for stakeholders at the provincial and district levels to improve the quality of basic education.
