
Cakra Wikara Indonesia (CWI), a program supported by INOVASI, conducted qualitative research to answer the question of why women are under-represented as principals in State Elementary Schools (SDN) and Madrasah Ibtidaiyah (MI). The latest data from the Ministry of Education and Culture and the Ministry of Religion records that the number of women as principals of SDN and MI is less than 50 percent, while the number of female teachers reaches 70 percent in SDN and 78 percent in MI.
This research was conducted in four INOVASI partner districts, namely Bima Regency (West Nusa Tenggara Province), Probolinggo Regency (East Java Province), Bulungan Regency (North Kalimantan Province), and West Sumba Regency (East Nusa Tenggara Province). Primary data were obtained through interviews and focus group discussions (FGD) conducted with CWI’s local partners in the four regions. Secondary data from literature review, studying the official website for basic education data, submitting data requests to the Ministry of Education and Culture and Ministry of Religion, as well as reviewing regulations related to the procedure for selecting school principals at SDN, MIN, and MIS. The total number of informants in this study are 74 people consisting of 38 women and 36 men from the schools’ elements, as well as stakeholders.
