Our Approach

Problem-Driven Iterative Adaptation (PDIA)

PDIA, developed by the Harvard Kennedy School, helps INOVASI identify effective ways to improve student learning outcomes. Since 2016, INOVASI has applied this approach in classrooms, engaging teachers to recognize students’ learning challenges and develop context-appropriate solutions. From 2019 onward, PDIA expanded to the district level, involving decision-makers in identifying the most pressing primary education challenges and creating local regulations that support learning.

Thinking and Working Politically (TWP)

Since Phase I, INOVASI has actively bridged the gap between policy and practice in the field. A key example is the Teacher Competency Framework (TCF). In collaboration with the Directorate General of Teachers and Education Personnel, the vision of teacher competencies has been translated into clear, actionable policies.

A cornerstone of this approach is embedded helping: INOVASI advisors work directly within the government system, providing political, strategic, and technical input. The result is a more equitable and progressive teacher competency structure. Nonetheless, policy implementation remains challenging, requiring ongoing dialogue with government institutions.

Locally Led

Sustainable education depends on local leadership. INOVASI supports districts, schools, and teacher networks to identify their own challenges and test context-specific solutions.

A concrete example is the Teacher Working Groups (KKG). Although these groups have existed for a long time, their activities were primarily administrative rather than focused on competency improvement. Together with local governments, INOVASI helps strengthen the KKG’s functions—including quality, accessibility, and regular funding. This support empowers teachers and reinforces local leadership in driving educational improvements.
