Curriculum and Assessment

Mastery of basic skills (literacy, numeracy, and character) in primary education is essential for success in higher levels of education. INOVASI supports local governments, schools, and teachers in realizing the vision of literacy and numeracy within the National Curriculum. In collaboration with the Ministry of Education and Culture, the Ministry of Religious Affairs, local governments, and other partners, INOVASI conducts evidence-based trials to identify effective ways to improve student learning. The findings help guide curricula and policies that support schools and districts in enhancing learning outcomes. INOVASI also works with partners to assist teachers in implementing diagnostic and formative assessments, adapting instruction to students’ needs, developing lesson plans, and providing learning materials tailored to children’s reading levels.

Teaching Practices

Strengthening teaching practices is crucial for improving education quality, meeting children’s needs, and addressing educational challenges. INOVASI enhances teachers’ skills in implementing new curricula and assessment methods, using diagnostic assessments and differentiated learning to teach basic skills. Together with partners, INOVASI reviews classroom practices in the field to understand challenges, competencies, and teacher successes in partner districts, which helps inform better education policies and practices.

Educational Leadership

School leadership is a key driver of a quality education system. INOVASI partners with various actors in the education ecosystem to help school principals and supervisors in schools and madrasahs use the Education Report Card as a tool to assess and improve education quality. INOVASI identifies ways to strengthen leadership and develops materials that showcase best practices. The program empowers leaders to create inclusive school cultures, provide accommodations for students with disabilities, and support teachers in accessing and implementing training resources. INOVASI will continue to assist the Ministry of Education, Culture, Research, and Technology in developing school transformation frameworks and accreditation systems to strengthen leadership for the benefit of students and communities.

Gender Equality

For meaningful learning, children must feel physically and emotionally safe and be treated equally, without discrimination based on gender or other identities. Issues such as bias, stereotypes, and bullying continue to affect learning. INOVASI promotes gender equality through policies and practices by supporting school leadership, classroom management, teaching practices, character education, and government-led teacher training to reduce bullying and violence. The program also identifies opportunities to build female leadership in schools, as evidence shows that female school leaders contribute to better learning outcomes

Climate Change

Indonesia is committed to long-term, low-carbon, climate-resilient development and integrates climate change into the national education system. However, Indonesia’s diverse geography makes the country highly vulnerable to climate change. Education is critical to preparing today’s children for the world they will inherit as adults, equipping them with essential knowledge, skills, and values. INOVASI collaborates with stakeholders to strengthen district-level climate action ecosystems, promote school- and community-level initiatives, and connect policy with practice. Through partnerships and sharing best practices, INOVASI supports the government in achieving its goals in mitigation, adaptation, and climate resilience.

Disability and Social Inclusion

INOVASI is committed to ensuring that every student, regardless of background or ability, can access equitable education and reach their full potential. INOVASI supports intersectional analyses of disability, gender, rural/remote challenges, language, and socio-economic disadvantages, highlighting gaps in educational outcomes and examples of effective practices to drive policy change. To overcome barriers and accelerate transformative change at scale, INOVASI collaborates with government partners, teacher training institutions, civil society, gender equality groups, disability organizations (DPOs), and private providers. The program aims to ensure active and meaningful participation of persons with disabilities in decision-making processes. By supporting the implementation of Regulation 48/2023, INOVASI helps ensure that every child is empowered and included.
